ircII comes with a script called ircbug that should be used to send bug reports. it will be created a "configure" time, as it needs to probe the local system to find how to send email.
currently there is no web-interface to viewing ircii bugs. there is an email interface. using the query-pr@eterna23.net one can query all public details about bug reports. all commands are given via the "Subject:" header. a complete help will be returned with the "--help" option. ie, have a "Subject: --help" header in the email sent.
